Anyway, if it did, nobody would be funding super spy organizations, building robots, or even buying perfume. The way this reads, they make it sound like 17% is a lot.

Maybe it was saying that 17% was the only remaining land on the surface. Like, they were saying that 83% of the earth is now completely covered in water. Just a thought.
